School Board Member Called a 'Liar' for Actions as CAPE Treasurer

Kevin Kirberg repeatedly apologized Friday for how he mishandled the financial records for District 202's PTO-PTA umbrella group.

 

Plainfield School District 202 board member Kevin Kirberg heard more accusations Friday that he lied, lost blank checks and failed to deposit checks while serving as treasurer of CAPE, the district’s PTO/PTA umbrella group.

He didn’t deny any of the allegations raised by those at the group’s monthly meeting. Instead, he repeatedly apologized for his failure to maintain accurate records, saying his lapse was caused by dividing his time among too many volunteer groups that “took priority with my time.”

“I took on this responsibility (as treasurer) because there was a need and they asked me … and this is probably a fault of mine, not being able to say no,” Kirberg said. “I really am sorry. I wish I had just asked for help.”

No allegations of theft have been raised. However, questions have arisen as to why Kirberg presented monthly treasurer’s reports to CAPE that he knew were not accurate and why he was still depositing checks – including many from PTO-PTA member schools – months after he gave up the treasurer’s job in April 2011 to become a school board member.

Current CAPE Treasurer Heather Drake said Kirberg ignored her requests to meet and hand over the books for four months, and she's since found that blank checks have been lost and some checks allegedly presented to Kirberg were never deposited.

The account was in such disarray that she ended up closing it and opening a new one, she said.

Kirberg apologized to Drake for the problems he left her to resolve.

“I was not upfront about (the state of the group’s financial records) with Heather,” he said. “Should I have been? Yes.”

He also stressed that the mistakes he made while CAPE treasurer do not reflect the kind of work he’s been doing as a school board member, in part because he has ended much of his other volunteer work.

Despite Kirberg’s acknowledgment of wrongdoing, some CAPE representatives remained angry.

“You lied to all of us by preparing false documents every month,” said Margaret Kantor, representative for Thomas Jefferson Elementary School. “I find it very hard to believe you went for two years without saying anything to anyone. … You didn’t do your job at all.”

Elizabeth Ranck, the CAPE representative from Eagle Pointe Elementary School, was even more blunt.

“I’m sorry, but you’re an outright liar,” Ranck said. “You lied to me. I asked you numerous times whether a check was cashed, and you said it was when clearly it wasn’t.”

School board President Roger Bonuchi attended the meeting, as did board members Mike Kelly and Greg Nichols.

Bonuchi said questions over Kirberg’s actions, or lack thereof, raised concerns about the integrity of the entire school board. He’s had several meetings with other board members and the district’s attorney, and one thing that’s been decided is CAPE will come out from under the district’s purview to become its own entity. That means it will need to get state approval as a tax-exempt charity and it will have to alter some of its bylaws.

While some have suggested that Kirberg should be removed from the board, Bonuchi said there was no easy way to accomplish that and that while Kirberg’s actions may have been wrong, there is no indication he did anything illegal.

CAPE Second Vice President Betsey Vinson, who spearheaded the effort to bring the treasury problems to light, said her motivation was to make sure things are done differently from here on out.

“My only concern is we ensure this kind of mess doesn’t happen again,” Vinson said.

Jeff Reach, representative for Indian Trail Middle School, said he believed the group should move on and not let the situation do further damage to CAPE.

“Kevin made a very bad mistake. He’s apologized for it,” Reach said. “Hopefully, we’ve learned from this.”

Garrett Peck's involvement is? I had heard that Garret Peck had some dealings with the school board? What is the status of that? Just wondering....has he or the school board provided that information to anyone.

Mr. Kirberg should move on from the board and resign his position. He falsified two years of treasurer's reports and admitted to lying to people. Whether there was criminal activity or not, he has completely disgraced Dist 202 and rendered himself completely ineffective. If he cared about the kids at all he would step down and let the board move on.

Yes. The rational response to a man who spent less time on his volunteer position and formally resigned the position almost a year ago(CAPE), to then dedicate that time to his newly elected position(the school board), is to have him resign from his elected position because the volunteer job he resigned from wasn't being done correctly after he resigned from it.

This reads like bad gossip, and gossip columnist Karen Sorenson once again takes the ethically questionable route by not disclosing in this 'story' her existing personal relationship with Betsey Cleason-Vinson(a non-elected vice-president of CAPE).

I'd be very interested in learning it myself, especially since she mentioned at yesterday's meeting that her "game on" comment was actually aimed at Patch and her belief that we failed to fully report this story.

Tim, I am a friend of Betsey's and you know I really think she stands up and says things that many people like "me" would be to afraid to say. I am a volunteer at our schools. I give my time and effort for the children and the teachers of the school district. I was binding papers in a class yesterday to help out. I am a mother and I am also employed . All I want to do is give back to the teachers that give to my my child. I know that Betsey's intentions are the same as mine. When I make mistakes I own up to if, apologize for it and fix it if I can. 2 years ago I left a 2nd grade student out of the year book. I could have pretended to just over look it and be just as surprised as everyone else would be. But I did just the opposite of it and immediately brought it to my schools attention, the family of the child and my staff. I was able to make a small fix that allowed her to be a sticker on her class page. I apologized over and over, and I gave them their book at no charge. Since then I still always hold myself accountable to that and we have a procedure that is hopefully keeping that from happening again. Now back to Betsey and the Karen comment, I too am curious what your knowledge on their relationship is. I don't know Karen, but I have been by Betsey's side through this and "game on" was to the patch because she had her feelings about the patch. Did you go to the meeting yesterday?

What reasoning does Betsey, as a vice-president, give for the almost 1yr lapse between now, and when Mr Kirberg resigned from the treasurer position? 1 Year is a long time for nothing to have been done under the roles of the position, and as a VP of that group, she bears the responsibility as well for this incident.

Your friend could have the most honorable of intentions possible, but this article gives the picture of someone looking to place blame, and not accept responsibility for CURRENT events, not things that happened a year ago. The treasurer role, that Mr Kilberg held, of any organization is not the highest position, and SOMEONE above him in that organization was signing off on these reports the whole time he held that position, AND for the ~1 year after his resignation from that position.

This 'article' reads more like a character assassination piece on this man, with his words taken incredibly out of context.

After seeing how willing this editor is to not only censor comments that contain factual proof of her incorrect assumptions, as well as the 'selective' ways that others quotes are used, I find it perfectly possible that this mans actual words could have been;

"I'm sorry about the state of the finances, but I resigned from that position almost a year ago when I was elected to the board".... and the quote would have been;

"I'm sorry about the state of the finances"

Tim, As a CAPE rep, I have attended many of their monthly meetings over the past years and can promise you that Betsey Vinson (who was just elected to this board in May) as well as the rest of the Board did not let a year lapse. Mr. Kirberg resigned last April and according to the information we have been given at the monthly CAPE meetings, he chose not to meet with the new treasurer and turn over the books until Aug and she was unable to obtain access to the bank accounts until Sept. The Board brought the information about the falsified reports, poor bookkeeping and need to open a new checking account to the CAPE reps at our January meeting after taking the time to meet with Mr. Kirberg and have the books reviewed by a CPA. If you had attended any of our meetings you too would have this knowledge! You would also know that Karen Sorenson's reporting of this past Friday's meeting was RIGHT ON and not specially edited in any way! I am glad Mr. Kirberg answered our questions and apologized and I'm thankful the CAPE Board has put steps in place to prevent these same problems in the future. CAPE will be fine, as far as Mr. Kirberg, only the votes at the next election will determine his fate, mine will not be one of them!

Also the fact, I read last years blogs, that some one pointed out, why did he not answer a simple question... it would have been done and over? Yes I'm being endorsed... Done! I now wonder when it comes to him now...

What story are you reading? The guy caused all of the problems that were caused. He admitted to falsifying reports and not doing his job. Why won't you? Quit schilling for the guy. Falsifying reports an lying disqualifies you from making decisions about my kids education.

Truth hurts, sorry is necessary and he must resign his position because he should not be involved with any position regarding finances of this district. Since he has an issue with saying no or being completely honest (noted from other messages above) without being pushed into that position to do so. A person that is in control of finances needs to be able to say "NO" when appropriate or there will be other financial issues down the road. Also, how can a person trust what he presents when he has been dishonest in past?

My first question: Will CAPE fund a yearly audit of itself and the feeder schools to insure that it does not have repeat of this issue?
My second question is: How much money did CAPE watch over and how much money does each of the district’s PTO/PTA umbrella group schools in the district watch over?
This may or may not bring to light the need for an independent auditor to review these funds every year.

Really people, Really? Did this really need to be aired out in public? In my opinion this could have been handled internally and not by somebody who has issues with this guy. Did he steal money? No? So he made a mistake, big freaking deal. I sure have. How much money did you spend on your accountant trying to see if this guy stole money from cape? Was it your money or CAPE'S money? Again, in my opinion you have a problem with this guy and want to slam him in public. Thank God my kids go to private school so I don't have to listen to yentas complaining.

I agree 100%, the CAPE members that have commented on this article as well as the other one sound like cliquey high school girls! CAPE - try running your organization like a business and handle it internally. I hate the thought of these people being involved with anything concerning Plainfield schools!

I felt that way from the very beginning. The initial rantings and disclosure of what should have been CONFIDENTIAL information until all the facts were gathered was so unprofessional and ameteur. What's very concerning is the fact that the school board now wants to disassociate itself from this.

I have read and reviewed all the comments being posted on this topic and at the end of the day Mr. Kirberg was wrong and hopefully he has learned that he must maintain a certain amount of dignity and truth with his position. I am thankful that we have two CAPE board members who had the courage to go beyond the status quo and fix problems rather than sweep them under the rug. No one ever gets points for going against the grain however I am sure Ms. Vinson and Ms. Drake can put their head on the pillow at night and rest knowing they did what was right for all schools involved. The articles and the blogs will continue but let's not forget what brought us here was the actions by an elected official. We understand that no money was stolen however their is a certain code of ethics and standards that should be maintained by all elected officials unfortunately Mr. Kirberg did not think HONESTY was one of them. A lesson we constantly work to instill in our children!

Seriously, do you honestly believe that the board handled it the best way possible? One of the first comments on the initial story was by a board member and it grew antagonistic and bordered on adult bullying. Mr. Kirberg answered professionally, and then the board member kept right at it. You are correct! He started this mess, HOWEVER, the way it was being handled was an embarassment to PSD 202, and as a result, it took away from the matter at hand. I realize those board members have friends coming to their rescue--we are just outside observers expecting those WHO CHOOSE to be on a board to present the organization in the best light possible.

Seriously, all you focus on is how it was brought to the attention of the public. Apparently you would have rather had it swept under the rug and kept quiet. From previous posts and the article in the Patch, the members of CAPE did try to handle it behind closed doors but Mr. Kirberg choose not to meet with them until he knew he needed to exercise damage control and come forward. In essence, Ms. Vinson and Ms. Drake did Mr. Kirberg a favor by letting him apologize publicly for his lack of actions as the Treasurer. It may be garbage to some of you but we as taxpayers need to hold our elected officials accountable for their actions. Perhaps Mr. Kirberg will be elected for another term of office or perhaps he won't but at least the taxpayers have a choice and are informed!

Can you explain why a mans mistakes at a volunteer organization, like CAPE, in any way has anything to do with the 'public'? I did not pay one cent, and neither did you, for his work as the treasurer. As soon as he actually was elected to a real position, he chose to resign this role, A YEAR AGO, and dedicate his time exclusively to his newly elected position. His elected position has no similarity whatsoever to his past responsibilities as a CAPE member. It would be like you getting reprimanded at your place of employment today for failing to disclose the speeding ticket you got last year. In other words, it is completely irrelevant to his current duties.

In no other real life situation will you be taken seriously for trying to 'blame' the person who last held your position. You will be seen as incompetent, and rightly so. Mr. Kiberg put aside his personal standing, and fell on the sword for someone elses responsibility because he sees that it is more important for the entity as a whole, than himself, to dwell on this insignificant problem. In other words, it looks like exactly the right person was elected, and exactly the right people were NOT elected.

It is important how it came to light, it shows character flaws in those very same people throwing stones at Mr Kirberg. Which is the point here...none of us are perfect...the man took on more volunteer positions that he could juggle, so let's condemn for being an involved parent. How many of us fail to raise our hand when help is Needed and volunteers are requested at our children's schools. The least time consuming job he volunteered for was done poorly because all of his other roles were more demanding of his time...he apologized and that takes a lot of courage and does show that man has morals, ethics, and great character.

What I see here is that this man that volunteered his time, made mistakes that are being CORRECTED, but not before his character is smeared! In my opinion, the bigger issue here is that we have people supposidly representing CAPE, but by doing so, have shed a really bad light on this organization by their actions and words. Ms. Vinson and Ms. Drake, you need to apologize for your actions and step down from your positions.

Yes Mr. Kirberg is a volunteer and so are the other members of the CAPE board and all tried to do their best in their volunteer roles. You all want it out of the public's eye but you constantly post the same stuff day after day. Its time to let the CAPE board get back to their business and Mr. Kirberg move forward in his position. It is time for everyone to move on and focus on real important issues such as where is Lisa Stebic? Maybe we should put forth all our efforts to help find a missing mom or the individual responsible for her disappearance!

FYI - to anyone interestedm after the last CAPE meeting, minus 1 member - the entire current CAPE board went to lunch with Mr. Kirberg as well as several CAPE rep's from both sides of the table. I believe at that time the issue was dropped, and agree with "straight shooter" that it is time to allow the CAPE board to get back to their business and Mr. Kirberg to move forward in his position as well. :)
