School sidewalks

I drive down Eastern Ave near Indian Trail Middle school to notice that the great majority of homes along that route do NOT shovel the side walks for the kids coming and going to school.   I am surprised the school and the police dept are not more  active in keeping these routes clear for the Students who walk to school in this weather
