Special Plainfield Park Board Meeting Wednesday

Meeting now scheduled for Wednesday night to discuss "personnel and the performance of the occupant of a public office."

A special meeting of the Plainfield Park Board is scheduled for 6 p.m. Wednesday at the Heritage Professional Center, 24023 W. Lockport St.

According to the agenda, the purpose of the meeting is for the board to hold an executive session "to discuss personnel and the performance of the occupant of a public office."

The board board last met in special session on Friday, following the resignation of Executive Director Garrett Peck. At that meeting, the board voted to remove Peck as board secretary and appoint Executive Secretary Wendi Calabrese to the position.

The board also named former Superintendent of Parks Gene Coldwater to the position of assistant executive director.

The park district's labor lawyer also discussed his plans to appeal a recent ruling of the Illinois State Labor Board, which found that the park district had violated the public labor act. In the ruling, the board found that Peck and Coldwater had interrogated employees regarding union activity, and that Peck ultimately fired one employee in retaliation. The park district was ordered to rehire the employee with backpay.

Correct me if I'm wrong, but the wording of this sounds like there will be staff being let go and a commissioner or 2 being forced out. But, there is still a "board majority" of 3. I don't see them turning on each other yet. I'm thinking more of a "circling of the wagons" maneuver

Well now, that means one of them turned. My guess would be Janet Slotsky since she has voted against them at least once that I know of. Now if only Mr. Bettin could be brought back it would restore my faith in goodness and harmony (hint hint wink wink)

It's all over town that Peck had a fight with Hurtado about 10 days ago that upset him so badly he was crying at work early last week. Staff was so freaked out that they told friends who told friends, etc. I agree with Mr. Newton. It's the circular firing squad in motion and even if he's not in the room, Peck is in the loop (although, he’s apparently taking a couple of weeks off from his village trustee duties). If the citizens don’t demand that the rest of the links in this chain be removed, it will be very bad news for the PTPD. Peck no doubt wants to crush Hurtado and he’s willing to use the very intellectually and psychologically weak Silosky and Steinys to do it. Because, again, to these four people, the PTPD is not about the residents, it’s about power and vengeance and their own gain. Steinys is a bully who only speaks to attack others, is without a clue on topics being discussed at meetings, and is just consistently rude and snotty in his tone and manner. Remember the most recent example of him using his stock phrase of “where were you?” to try and shut down Newton at the Jan 7th meeting? Remember how stupid that sounded? Steinys adds nothing good to the district and should resign. Silosky is not an independent thinker who can do the right thing if just given the chance, and she’s not at all intelligent. Good grief, listen to her talk or read anything she’s ever said or written! Silosky is a sock puppet who sits collapsed and limp in her chair at meetings until Peck or Hurtado slips her onto his hand to make her mouth move and spout destructive gibberish. Who else noticed that at the January 7th meeting where she babbled that drivel about how the board manual was her “best friend” and her “bible” that she walked out and left the oddly not-very-used-looking manual on the table at the Plainfield Township Admin Bldg? She needs to go, too. I still remember and am disgusted by the vicious and dishonest attack that she made on Mary Kay Ludemann and on a whole congregation of people on the south end of town, claiming that Ludemann was in collusion with St. John’s Church to basically STEAL from the district over the park land lease deal that Peck killed via his ventriloquist dummies in November. Think what that lie, her lie, cost us as a district! Silosky was awful and proved to be both a fool and untrustworthy and Hurtado and Steinys joined in on that destruction of something good in the works for the taxpayers. Some of the best advice I’ve ever gotten is that when people show you who they are, believe them.

The links of the chain need to be removed not only from the park board but from Village Board, School Board, Township Board, and Libary Board. The majority of the PTRO group needs the same attention. They were the ones who supported these links to get into office in the first place and must be held accountable.

peck and Hurtado fighting? I wonder what they could possibly be fighting about. It looks like we are in about the 6th inning of all this nonsense. It really is too bad these people are so poor at long-term thinking and planning. Anyone could have seen the end results of all their actions a long time ago... except them it seems.

Yeah that's the frustrating part. The community literally told them from day 1 that these are horrible decisions and will lead to long term problems. It sucks being right sometimes.

Right, John. Of course, it was the people who were stupid and didn't understand and weren't aware, blah, blah, blah, blah. Yes, it was the citizens who were WRONG and out of line and only deserved rudeness and smirking and cheap shots about our behavior, etc. What a bunch of clucks. Show up and ask that Hurtado, Silosky, and Steinys resign. They are terrible at their positions and should vacate them.

Just to reiterate what commissioner Newton said, item VI on the agenda for this special meeting, about going to closed session, reads in part that it’s to discuss “the performance of the occupant of a public office pursuant to . . . 5 ILCS 120/2(c)(3)”, But that section of the Open Meetings Act says the topic must be “discipline or removal of an occupant of a public office or appointment of an individual to fill a vacant public office” to be an allowed exception to the OMA allowed for closed session. If this board goes to closed session on this topic as stated on the agenda, they’ll be committing an OMA violation. That “performance” discussion needs to be in open session.

There are two stipulations on the action item list for Wednesday night. The other is personnel and it IS a valid reason to go into closed session.

Oh, the part about personnel I understand is legit, but I do wonder about how this can now work as I think it's also an OMA violation to change the agenda on the fly/without proper notice (I think that's 24 hours--if not, it's 48). And, if the personnel issue is tethered to this non-legit performance of a public official piece, what would be correct there? How do you fix this so that everything is done as it should be? What did or does the PTPD attorney say about this to the board? Doesn't he get a quick read of the agenda to look for such problems or mistakes? Why is it not so surprising that whoever drafted the agenda got it wrong?

I've come to my own conclusion as to which commissioner(s) may have been unethical, but I'm stumped about the staff. Hopefully they didn't participate in any unethical practices. The last few months I'm sure have been rough but that's no excuse for unethical practices. I will remain optimistic that the staff portion of this meeting is reserved for Booth alone
