State's Attorney Investigating Plainfield Park District Documents

A spokesman for the state's attorney declined to say whether the investigation is related to accusations made this week against board president Hurtado.

The Will County State's Attorney's Office is reportedly taking a look at documents related to the Plainfield Park District, but spokesman Chuck Pelkie won't say whether the probe is related to accusations made this week by commissioner Janet Silosky against board president Peter Hurtado.

Silosky accused Hurtado of "highly inappropriate" actions during a tense special board meeting Wednesday night.

"The State's Attorney's Office has been asked to review some documents from the Plainfield Park District," Pelkie said Friday, adding the request came "within the last week or two."

He would not say who made the request for review, and declined to comment on the nature of the documents.

"We're in the process of making a determination what, if any, additional steps will be taken," Pelkie added. 

On Wednesday, Silosky publicly accused Hurtado of trying to sell a shipment of LED lights to the park district. She said Hurtado asked district spokesman Doug Booth to authorize a PayPal payment for the lights to a company by the name of "Solis," which, coincidentally bears the same name as the man dating Hurtado's daughter.

Silosky claimed her suspicions regarding the alleged deal came from her knowledge that Hurtado, who works in the commercial lighting industry, had gotten stuck with a shipment of LED lights over the summer. She said the lights were to be sent to China, but the deal fell through.

Hurtado on Wednesday denied that the lights were his and said he had no knowledge of the purchase or bid process.

Silosky, on the other hand, claims Hurtado admitted to her that the lights belonged to him, but denied he had done anything wrong and told her to feel free to take her claims to the state's attorney's office.

Silosky said the payment to "Solis" was made by the park district maintenance department, but that fellow board member Peter Steinys was able to stop the PayPal payment before it went through.

No one on the board could say how much the cancelled payment would have cost the park district Wednesday night.

Silosky did not immediately return a call from Patch on Friday.

On this whole “why aren’t the same people who are being so vocal about PTPD off fighting corruption at the village/everywhere else?” thing. First off, I get sort of peeved when people don’t ask themselves the same questions about being involved, engaged, doing something, etc. None of us should be waiting around and egging “someone who isn’t me” to do the work of keeping government open and honest and fair, right? So, instead of asking people who are doing something why they’re not doing MORE or doing some other thing you deem more important, be sure you’ve asked yourself why you’re not doing anything. Secondly, this PTPD stuff is very serious and has, by virtue of the degree and severity of problems that are so evident there, as well as Peck’s seriously toxic over-reach into the local Republican Party, earned the current top spot on the stack. Doesn’t mean that I or anyone else will not be otherwise engaged, too. Or, how does anyone out there know for sure what someone like me is actively working on, paying attention to, etc.? Just because it’s not out there in public right this very minute doesn’t mean it’s not in the works. Lastly, there is more to life than this stuff and each of us has lots of life to juggle, every day. I respect the time and energy limits others have and I respect the ones I have. So things sometimes have to happen in turn, not simultaneously. Every dog has its day.

Don't worry Shelia. The residents have been forced to pay attention to all these political connections. The fact that some of them are currently on the village board, library board, and township board has not gone unnoticed. Their spotlight is coming soon, even sooner if they pull more of this same nonsense. Want to see something fun? I put the challenge to anyone that wants to see an interesting pattern of information to submit a FOIA request to every local governing body asking the people who have gained access through other FOIA requests to nominating petitions for those governing bodies, and selectively picked specific people to do so against. The FOIA like this made to the school district should be eye-opening, to say the least. Have fun...

Now I have a question, if someone, anyone, knew first hand about a "scheme" that an elected official had that was not in the best interest of the town they happen to live in, why wouldn't you make that public and try to stop it; unless you heard about it after the fact, in which case you should probably still report it to someone. It is up to us, as citizens, to keep the unmoral people from causing damage. If you don't, you really don't have a leg to stand on when you complain about the damage later

Sheila - There is no "anti parks group" as you claim. Not everyone has just been "banging parks." I have said numerous times that this problem in a variety of the local elected boards. People are catching on to that real fast and today's media helps with public vigilance. The media is supposed to be the fourth branch of government. The concept of the media or press as a fourth branch stems from a belief that the news media's responsibility to inform the populace is essential to the healthy functioning of the democracy. Therefore, the media is informing public about the behavior of the elected park board, the ones who are making and giving the community a bad name. People aren't "fueling the media with dirt" as you claim. I like your evidence or rather complete lack thereof, you used to support this claim. Public attention needs to be driven towards the Village Board too. There is a SERIOUS lack of public trust and credibility on some of this board to represent me. Don't be a chump and stay vigilant - that's how free speech works.

So, do I have this right? Hurtado owns a company that manufactures industrial LED lights. A large order (now fulfilled and manufactured at his factory) for China gets canceled. His daughter's boyfriend owns a company that suddenly becomes the vendor to PTPD for that order of those very same lights. Is this correct? The buyer in China was not on the hook for any of this order? Is this (the boyfriend's company) a certified vendor to the PTPD normally? Was a purchase order ever issued before payment was authorized? Can't wait to see what the amount of the payment was going to be. If it looks like garbage, smells like garbage, and feels like garbage.. it's most likely garbage right? This is the kind of crap that these Tea Party representatives are supposed be against. That is their whole platform. Elected people are supposed to be watching money as if it was their own no matter who's party flag they fly under. I know I would, and would not hesitate 'throwing the flag' . I sure hope the State's Attorney nails this guy!

Bear in mind that these issues are merely allegations at this point. I personally am hoping that there was no wrongdoing. Innocent until proven guilty is how our country works. A funny smell doesn't always mean something's rotten in Denmark.

I considered Peter Hurtado a friend until May of 2013. Since that time I have seen a side of him that has made me question my initial judgement of his character. During his second meeting as board President Peter Hurtado talked about how the past board used the taxpayers money like their own personal ATM. All of his rhetoric never produced one ounce of wrong doing by the previous board or Executive Director. The lengths that he and litttle Garrett Peck went to sully reputations and ruin careers makes me very angry. I am glad that both of you have been exposed as the lying, hypocritical, scheming, immoral people that you are. It is time Peter that you do the right thing for once and admit your mistakes, resign, and pray that you don't have any charges brought against you and the others that you have corrupted with your greed and thirst for power.

One more thought for The Reverend Doug Booth. I am not buying the knight in shining armor tale that Ms Silosky is pedaling about your heroic actions in exposing Bulb Gate! The fact that you are collecting money from the taxpayers for zero work is unacceptable. Good people are out of work because of people like you, Little Garrett, and Hurtado. I will make it my personal mission that you are shown the door. I don't think that the taxpayers need to pay over 80K a year for you to sleep, smoke, and wait for you to answer No Comment anytime you are asked a question. Reverend Booth your table is ready and yes it is in the smoking section!

@Sheila, I'm having a hard time following your pot stirrings. You seem to be saying that bad things happened at PTPD but that acknowledging these bad things is also bad but they might not be bad because bad things haven't been acknowledged on the other board that has a bad person sitting on it. Hurtado and Co. spilled the milk on the table not Vicky and Co. If nobody points out the spill then we all have to wallow in the stench of spoiled milk.

Notice the names involved in this crap... Hurtado, Peck, Silosky, Steinys, and Booth? No one in their right mind is buying this whole whistle blowing / hero scenario. Silosky is suddenly trying to appear as some sort of Park District advocate. Her actions have shown her to be nothing more than a puppet. There are too many holes in the story. There are a lot of questions to be answered. Who oversaw the bidding process and who approved the transaction in the first place? When was this PayPal account set up? Who set it up? Who exactly has access to the PD PayPal account? Who gave Steinys access to the PayPal account to halt payment? How much access was Steinys given and was he made an authorized user on the account? Has this access been revoked? Why would Booth go to Silosky, tell her what was going on, and then tell her not to say anything because he was afraid of losing his job? This clearly speaks volumes as to Booths lack of integrity. HE should have confronted the issue and voiced his concerns! So is this to say that Booth will partake in shady activity as long as he feels comfortable? How was this Facebook link made to Solis? If Hurtado had no knowledge of this, how would he have been so involved to ask for payment through PayPal? Why PayPal? There is a substantial fee involved when accepting payment through PayPal, unless of course when the payment was made it was specified as a payment to a friend or family member. There are just way too many questions and holes. This appears to be an attempt to save face. Everyone looks like a hero. If Hurtado cant be linked to anything, then it will be made to look like a misunderstanding, everyone kisses and makes up. All the while more money is being spent on legal fees.

Lingering odors can affect how much you enjoy your community. While it can take time to eliminate lingering odors, it is possible to completely deodorize and introduce pleasing scents. Avoid making the mistake of spraying an air freshener to cover up a bad smell. The key is to remove the sources of the foul odors completely. 1) Clean your park district thoroughly using a strong cleaning solution and cleaning votes. Pay attention to places you don't normally clean, like patronage employees. Wipe down the park district and the village board with a 1 to 10 solution of common sense and honesty. 2) Air out by opening the windows. Choose a nice day with a breeze to help move the smell out. Airing out both the park district and the village council will help release odors. Keep the windows open for at least until the undesirable elements leave. This may take a while for for particularly heavy odors. Shut the windows and the door to the room after the foul odors have left. 3) Pull odors out by voting in the next election. 4) Fill the ballots with fresh honest people. 5) Repeat at every election for particularly stubborn odors.

Thanks for the heads up Vicky. I'll remember that for the future. As far as 'free speech', Patch is free to run their site as they see fit(they aren't the govt, so there is no free speech problem. Their rights as a private company are not subordinated to my desire to speak). My desire to post here does not override their desire to run it however they choose. Now, if it is indeed still being flagged, that just means someone IS afraid of the residents actually knowing what is going on in their community, and that is not a good thing. I am somewhat amused by it, as they still haven't figured out the more you try to restrict information, the more likely it is to become more well known... it happens so often, there's even a specific term for it...

The thing about it is, someone must be sitting at their computer/smart phone monitoring these feeds and pushing the "flag" button immediately. After reading the links Tim posted, it could only be 2 people. And that's very very sad. Seriously, get a life. Tim, maybe post in "Speak Out" or "Town Square" on your own. Then we can all recommend it and share it on our social media outlets and get the word out more than it would be right here. This whole mess over the possible ethics violation or illegal activity over these lights is going to—and, really, MUST, for everything to be out in the light—splash up onto Hurtado’s daughter who is on the Plainfield Library Board, Samantha Hurtado. It’s her boyfriend, Josue Solis, who’s the other name involved. This is, even to me, a bit sad and unfair, but dammit, this is what happens when people abuse power and try to damage the rights of the citizens! It hurts, and it hurts everyone, when you worry more about your greed, your power, your political ambitions than you worry about reputation, honesty, family, and the law both within and outside of public service. It is no secret that Peck has been working to infiltrate local boards with people like him for years. And, truly, there are others like him out there who need weeding from the garden. My question is why? Why do Peck and Hurtado feel the need to "infiltrate" and ruin a town like Plainfield. These two have succeeded in nothing more than making this town hate them, and their family. With the Superbowl, I was out and about this weekend. Lunch here, dinner there, drinks a few places. This town is now on a mission to get these two, and anyone related or associated with them, out. Not only of politics. They want them to move. And anyone who's lived here long enough knows one thing, when Plainfield wants you out, you will leave. It's very sad what they've done and the lives they've ruined, including their own

Don't let your guard down. The political nonsense this group is playing will not let up until they are no longer in elected positions to pull it off. I fully expect some of their 'closest' friends to suddenly have a fake come-to-jesus moment and try to portray themselves as against all of this now, even though this has been warned of since day 1. Well, at least they will come out now that it is the easiest political move in the history of the world to make. Keep a close watch on who tries to use this for their own political agenda, specifically those who haven't spoken out on it yet. The 'Network of Nonsense' hasn't gone away, or changed their plans, so I see no reason to think they will now. There is no fixing this for anyone in public office, who chose to(and did) support this group up to this current time(Not Jamey Alwood though, he seems to be quite sincere in his anger at the situation in my view). Doing so now is only going to attract more attention to your connections, and also anyone connected to you. I have my guesses, but lets see how this all plays out in the next few days/weeks... after all, I'm no Cassandra(well, maybe a little bit) ;)

@Tim I agree with your statement above and I have been speking out publicly on this since May. My anger is very sincere and not new! I was associated with Hurtado through the K of C and not the Republican Party. However, I am a proud Republican who will remember who had the guts to speak out when it counted! I will not stop until thse people are removed from office and we take back our community. Also, I only wish I had connections Lol!
