Should Privately Run Detention Centers be Alllowed In Illinois?

Includes a petition asking that the ban on private prisons be extended to detention centers.

Illinois law currently bars the privatization of prisons in the state. But this law does not bar private companies from building detention centers used to house immigrants. Illinois understands that jailing people is a "uniquely governmental function," and that bringing profit motives into detention leads to mismanagement and abuse. Corrections Corporation of America ("CCA") is currently trying to build  a detention center in the Chicago-land area and this is NOT covered by existing law.

That's why I created a petition to the Illinois State House, the Illinois State Senate, and Governor Pat Quinn asking that current law be extended to bar the privatization of civil dentention centers.

Why are you REALLY against private companies building detention centers? Is it because then they could be staffed with non-union guards?

The problem is that there's no incentive to rehabilitate. Quite the opposite, there have been convictions of judges who were sentencing people to jail and receiving a kickback. Profiting for keeping people in jail leads to behind the scenes lobbying that keep laws on the books that should be changed.

So who pays the privately owned for profit prison ? We do. This is a very bad idea but imagine the money-making possibilities ! For example, the government allocates X number of dollars per inmate for food and housing.
Enter the for-profit privately owned prison. Instead of 3 meals, they get 2. Next, put them to work in a privately run business operated within the prison owned by the same folks in charge. Next, keep it filled to overflowing capacity with all sorts of lawless criminals who deserve to be in jail. Criminals such as indigent moms and dads who cannot pay their hospital bills, the homeless, peaceful protesters, pot smokers, kids dissing their teachers on a myspace page. After all, we gotta get tough on crime. Here is what happened to over 5000 kids in Ohio under the " private prison system" http://www.cnn.com/2009/CRIME/02/23/pennsylvania.corrupt.judges/ .."children would be placed in private detention centers, under contract with the court, to increase the head count. In exchange, the two judges would receive kickbacks.." Of course there is no incentive to rehabilitate. There is no money in that. On the other hand there will be incentives to jail even more people and a lot more corruption. In Illinois it was necessary to pass a law because courts were routinely jailing debtors at the request of creditors' attorneys. http://www.stltoday.com/business/local/illinois-law-limits-debtors-prison/article_422369fc-d76a-11e1-8d07-001a4bcf6878.html Bad idea.

You are 100% correct. Cutting 4 worker's hours is disgusting and disgraceful. I've been talking toRead More alot of people around the schools and sports fields at my childrens activies. Hurtado and Peck are quickly becoming the most hated people of Plainfield; with Booth, Steinys and Silotsky right behind them. They are spending tax payer money extravagantly on their salaries, cars, and God knows what else at the PPD. You've brought shame to yourselves, your families and your friends. If you 5 aren't ashamed of yourselves then you are just plain evil and selfish and deserve the reprecussions coming your way very soon.

I am just wondering how long this suspense filled soap opera will continue? Bottom line: HurtadoRead More knew his buddy needed a job...so; he and his majority board members made a mockery of local government due process and gave Mr. Peck a job, even though Hurtado voted with the past board to unanimously select an Exec…who is still under a contract. And then decided there was a need to pay a board secretary (who jumped out of the frying pan…smart move) and then appointed someone without pay. And of course there is a need to have a paid political hack to help publicly spin the board’s craziness via press releases.

I hate to ask the obvious of Mr. Peck (not that I expect him to answer anyway), but why is thisRead More announcement coming from the Executive Director rather than our newly appointed Director of Communications?

Mr. Peck, please answer 2 questions for me: 1. If you are cutting $800K but AdministrativeRead More Salaries are up over $118K, where are the cuts coming from. I have always been a patron of the Park District and want to know which of my programs your skimming off to pay yourself and Mr. Booth. 2. "Our staff deserves a lot of credit for this budget,” Peck said, “as their efforts to hold the line wherever possible have led to our success on behalf of District residents." Is reducing hours of employees the way you reward your staff now? I'm very upset that you honestly thought that cutting loyal employees hours instead of offering benefits was a good idea. I have a better one, cut the hours of Mr. Booth who has an unnecessary job and use his pay and salaries to offset the 4 loyal part-time workers. I will not hold my breath for your answers since answering questions to the people who pay your salary isn't on your to do list
